It's really simple. Open the image in the Photoshop. Then press Ctrl+U. A windows will pop. Check 'colorize' at the bottom-corner of the window and then just play around with the settings.

Actually what I do is, say you have a wall that you want to make match the vs you're using.... I open display properties/appearance, Then I capture that window and open PS. I make new image of that capture, then use the eyedropper to pick a color that best blends with the VS I want to match. Then open the wallpaper to mod and hit the Ctrl-U and check colorize and the wall color changes to match the foreground color.. 🙂
