You dont have to reinstall Windows, just to upgrade a vid adapter...
The only thing that will help is a clean registry. I would check your BIOS, and Power Settings, and make sure you are running everything (CPU) @ 100%. Sometimes default is to run at much lower clock speed.
Then flash BIOS, I know this is real 101 stuff, but make sure you have all the patches, drivers, fixes..
VIA 4in1 is 440 now, and most importantly !!! -- Direct X 8.1 !!
Good Luck you should be in the 4000-5000 range, approx.
