Make sure the theme/visual style is stored in C:\WINDOWS\Resources\Themes

Then you will be able to access it from the Display Properties applet or you can double click the MSSTYLES file to apply it.

what is the easiest and most efficient way to change icons in vista? and what is the best place to find icon packs for this?

I've been able to change everything else but haven't found a good enough icon program that I trust or good enough icons to use.
