Burn Bin file?

How do i burn a .bin file that doesn't come with a .cue file? fire burner or what? or is there a way to generate a .cue file?

I use winISO to open the .bin
Then save as an ISO. then burn with nero etc.

open up notepad and put that info in and save it as
"filename".cue

What are cue files. I have never used anything besides iso.
