Windows XP SP3 is Now Availble for Testing!

works for me so one of three things occured:

You don't have a connect account,
You aren't in the windows betas program
You aren't testing vista SP1.

Yeah it's access controlled, I'd wreckon you weren't eligible. Real easy to find you are able to get it.
