Windows XP always RESTART even if TURN OFF!

TURN OFF buttong in the shutdown dialog used to work but now it doesn't. my windows xp always restarts, it does not turn off even if i click turn off, instead i always restarts. i disabled system restore since the beginning, i reinstalled windows xp but still doesn't shut down. so is there any other solution?
