Window problem?

I have a weird problem where new windows that i open (either by clicking on a link or opening a program like notepad) appear either offscreen or onscreen VERY SMALL.

I mean, only the top bar will be display, and i will have to go click on the little maximze button to get it fullscreen. sometimes, only half of the top bar will appear, and at this point i have to right click on the window in the start bar to maximize it.

i have XTEQ setup installed.

plz help me get normal sized new windows back

Next time the window opens small click on a corner and RESIZE the window to the size you want, do not use the maximize button to do it. once it is resized it should open that way from now on after you close it.
