Welcome Screen Gets stuck

Whenever I turn on my computer, my Welcome screen gets stuck and I have to press Ctrl+alt+delete to get rid of it. Does anyone know how to fix this?

try booting to safe mode.. (HOLD F8 key during bootup), pick safe mode from the menu, once windows has loaded schedule scandisk to check your drives on next boot, and reboot.

Sounds like it gets stuck , could be a security descriptor error. Scandisk can fix this.

scandisk is also known as chkdsk.
