Well there's this proggy I DL that is a shareware that I just started playin with. It's called Algolab PhotoVector. And from what I've read, "The only vectorizer compatible with Jasc PSP."

That looks quite nice. The edges aren't that good. Maybe add some blur to it? I don't know.
