My neighbour is getting an error messages, from his Anti-Virus program, when he sends Outlook mail. It tells him that it can not check outgoing mail, as another program is using his Port 25. Is there any way of checking what programs are using which Ports, or a way of altering the Ports used by programs.
 
A router can redirect traffic among ports, pretty sure I read something about software routing with windows. I believe it is built in, could be only Win2k/Server or something though.

I'd be surprised if you couldn't change the outgoing port somewhere inside Outlook, take a look through the configuration.

For now here is a good port checker.
