where do I turn off the taskbar notification.? those little ballons that pop up in the system tray?

I think the option is in TweakUI which is part of the XP powertoys, available in the downloads section.

You can also change this registry key:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced]
"EnableBalloonTips"=dword:0


Change the value back to 1 to enable them.
