Windows 2000 does not include the shutdown.exe file like XP. The 2K version is included in the Resource Kit.
You can alternatively try if tsshutdn.exe works for you. This one is part of Win2k. Type tsshutdn.exe /? in a command window for a list of switches.
Also this utility originally designed for XP seems to work in Windows 2000, too - shutdown.exe
