Recieving Blank Screens

The problems i'm having are several, first, I cannot use system restore in normal bootup or in safe mode it just gives me a blank white screen with only its active title bar saying "system restore" and a white screen. The other problem is when I try to get into "yahoo mail" it seems as if the interface has changed and i cannot even send e-mail or attachments even from my schools e-mail web server. I cannot get into "help and support" from the start menu, i click on it but it never loads up. I got norton system works 2003 but that didn't help. Please any suggestions I would greatly appreciate it.

More on the "blank Screens" post

I forgot also, the "search for files" in the start menu starts up but I get a blank screen with only the active title bar showing with the toolbars file but only has "close" in it nothing else.
