Recent Logon > Data Transfer delay

Recently (last 4 days) every time i log on to my isp, it takes between 3 and 4 minutes after the initial registering on the network, for ANY data to transfer... nothing from ie, wmessenger, aim, ftp, live update etc.not serious. but extremely annoying :grr:

anyone able to help?

ive found a lot of threads regarding the modem actually becoming available for use, but my problem is that i dial up and i cant actually use the connection, until around 3 to 4 mins of being connected to my isp
