Quick Launch moves to default position on reboot

I've got several xp systems and half of them will not let the quick launch bar stay on the right side of the screen after a reboot even with the task bar locked. The task bar also goes back to a single line from two lines. I've looked and tried to compare system to system, but I can't find it

Welcome lazman. I have mine on the left of screen & it has never moved. It's not even locked. Are you using any sort of tweak program?
