Active desktop is part of windows. as for using PHP you can use any webservice, flash, java, PHP on your desktop as long as you have active desktop on and point it to the location of the page you will be using for your desktop. Then your options become run it off a webserver you have access to, or use IIS to run your own server and run it from there.
