I have an ATI Radeon 7500, and I want to over clock it. I do not really like powerstrip, are there any other programs out there that will overclock the card and keep it overclocked? And what are the best speeds for the card that are stable and do not required additional cooling? Thanks!

Are you sure you want to overclock your Radeon? What I mean is, can your AMD handle the brute processing requirements of a Radeon GPU?
