NIC and cable connection help

ok, i'm using xp and i have 2 users registered
i'm using the administrative account and the other user is using a limited account
i have an always on connection
how do i disable the nic and connection to the net for the limited account profile and yet still be able to connect with the administrative account?

gpedit.msc
