Missing Microsoft OS-Neptune?

I jusy got my hands on an ISO believed to be a missing MIcrosoft OS code named- NEptune. No further details can be revealed at the moment, I have posted up a couple of screenshots and am going to reboot to see if it is bootable.

Windows Neptune did exist, but it looked nothing like that.
This thing is using the Plex theme from the Longhorn m3 build.
