Making my logon 1600 by 1200

I have resource hacker and understand how to change pics and all that cool jaz. But how do I make it to where my background pic is not squeezed into the upper left hand corner but rather covers the background.

Is it somewhere in the rcbmp command? Which numbers = what setting.

yup!

yes, it is in the rcbmp command. u should define the size of the image you want to insert, rcbmp(x,x,x,x,x,x,x)... the width is the 4th and the height is the 5th parameter of the command.
