Locking desktop & apps

Hi people.

Just want to ask if anyone knows of a piece of software that allows admins to lock/password protect the desktop, or in particular, applications?

I remember back in the days when I was in secondary school and the IT lab had what was then called WinGuard (for Windows 95). I'm not sure if the company still exists and is still developing something similar to the software above because I haven't seen it for years.

Any suggestions?
 
press the windows key and L, so long as the account has a password set, it's locked :D
 
I don't want to lock people out of windows, just want to restrict accss to certain apps or shortcuts.
