Is it possible to limit bandwidth?

I curretly have a 1mb blueyonder connection, Im using

Connected to my PC and my PS2, I generally leave my PC on 24/7 (running a web server), it is possible to limit the bandwith my PC uses etc so it doesnt gobble up all the babdwidth when im using my PS2 online.

w/ *nix it's possible to do bw funneling but i'm not sure exactly how to do it 🙁

get a program called netlimiter
it lets u limit each exe and how much bandwidth it uses
