Internet Explorer Showing Text at the Heading?

This has been happening to me often, it just depends on certain websites. Whenever I go to a website such as www.eastcoastsurf.com. At the top of the site, it shows a bunch of text relating to cookies I believe but I want all this text to go away, how do I do this? and why is it showing?

Might be a javascript bug. works fine in Mozilla here!
