IE download dialogs when clicking OPEN (new issue)

Whenever I click open on a download dialog box, I no longer have the separate box that pops up with the download status. Instead I have the "downloading" icon in the lower left corner of the status bar of my IE and I have to wait until the download is complete before I can navigate again in that window. Anyone know what is wrong with this? Or how to bring back the usual download dialog? The only way I can get it is if I click Save to disk.. then it pops up.

does it happen for every type of file that you download, or only certain ones (zip, mp3, mpeg etc). If it is only certain ones i know how to fix it.

It's only certain ones, but it's not the "greydout OPEN button issue". Don't get consufed... I DO click open, but it doesn't pop a separate download box. If you know how to fix this, PLEASE HELP! This is driving me insane, I have to save everything on disk!
