how to aplly theme aikon

I want to aplly the aikon theme from this site. But I dont know how. When i download and unzip the file and i dont get a theme file. How can i apply this theme. Strange it says the theme has 3,16 MB, but when i download and unpack i get only 1,6 MB.

P.S. Do i need the xp plus pack? I have win xp pro. Is it an extra programm?
