GTA3 looks odd

ok i never played it on playstation and i got it for my PC, the video seems kinda wierd like ghost images and motion blurs..i dont know if this is what it is supposed to look like or what....?? So whats it supposed to look like i guess is my question..is what i am seeing normal?

I hate the trail effects, they look awful. 😱 imo they shouldn't have been put on by default.
