How can I display the Frames per Second (FPS) counter in GTA3?

I was looking for INI files too and there are some but all they have is the version no of the game.

does the prog slow down the game or does it have no effect

Has no effect, a little frames counter sits on the corner of you screen telling you just how fast the games is running FPS wise. It also creates log files I think.

its only a 24.5kb EXE file which resides in memory and has no effect whatsoever on your 3D applications.
