"error deleting - file in use"

this "error deleting - file in use" error message i keep receiving when trying to delete certain files.. they're not running and as far as i can tell not in use.. any ideas?

try ctrl+alt+del
end task explorer.exe
then File>new task>explorer.exe
and then try deleting it
