Annoying systems sounds problem in XP

I have system sounds switched to "No Sounds" in control panel but I'm still getting the little clicky sound when opening folders. Any help?

Customise the sound options - scroll way down to explorer and make sure there are no sounds for navigation or command I believe.

Yeah, there's no sounds for anything.

Okay, update. Apparently even if I save a No Sounds scheme or then go back and remove each sound individually, certain sounds (including "start navigation") come back. Very annoying.

Using any 3rd party themes?

yeah, but I've been using the same theme since I rebuilt this machine (reinstall) in April 2010 and I had also used it for at least a year on the previous install.
