K you should be able to make a table with that and then resize the cells, and drag your nav bar into the cells. then you might want to look at http://www.spoono.com/tutorials/html/ and look at includes.

</html>something like that, if you have done it with individual images then do it this way, if not then you will need to setup an image map, but the effect is pretty much the same.
