It's simple... Microsoft does not care that the average home user has a hacked version of their os. They make their money selling to businesses and on new comps.
In fact with governments switching to linux and home users... I would think Bill would prefer you hack his os if you can't afford it (or won't pay the price) and use it rather than see you switch to linux.
