Brother's computer is completed bogged down

But what im saying is that, if i delete the files of the previous two user accounts and dont transfer any files but music will the problem most likely not be on the new user account?

I'll try that tomorrow, its kinda late now and my brother actually took the computer with him, i guess waiting like an hour it finally can play mp3's
