This may seem like a stupid question but is your transfer rate a direct function of your internet connection or does your computer speed have anything to do with it? thanks

it is a direct function of the connection speed. IE a ADSL will be faster than a 56K modem regardless of the computer using the connection.

What if two computers have the same connection, let it be cable, if one machine has a P2 and the other a P4 will there be a difference in the download speed or transfer rate

    nope

The bandwidth will be divided between the computers as they need it. Its not a 50/50 split, its a demand allocation system.
