If someone wanted to make a pop up window off a link how would this person go about doing this?

(ex. for more info please read THIS "THIS being the link and enabling a small pop up window with a little info in it"

and can that pop up window be customized to math the site its on?

HTML should be preferred before javascript. It works in older browsers and for people who have javascript disabled. It's also simpler and cleaner coding. :)

    <a href="link.html" target="_blank">THIS</a>

Yes, but _blank won't give you a nice popup window. It will just give you a new window. You can't control size and buttons and all.

True, but if all you want is a new window, then it's ok.

Since you brought that up, here some info that might help XPerties:
