I ask questions alot. I'm sorry. This is just the best site with the best help and I thank you all for that.

I have a P4 3ghz, 2gb ram, and a radeon X1950 pro. I get around 20-30 FPS running Bioshock. It seems to run 19-23 FPS alot though heh. If I overclock my video card will I see a difference in frames per second? I was thinking about OC my video card and my CPU. Is OCing my CPU possible? If it is, do you recommend it? I don't have any special cooling, just the fan that came with the computer when I bought it. I don't even know how to OC these things, a friend said I should but I don't think he knows that much about it so thats why I came here.

If you only have one fan in your PC, I wouldn't even bother trying.

My PC keeps my room warm enough at stock speeds. If I overclocked I could heat half of London :)

I'll leave the OC advice to others as it's not my thing, but wanted to say you never need to apologize for asking questions. The forum is here to help, and we are glad to do it :) We appreciate the compliment, tell a friend and we hope you stick around!
