NV Refresh Tool

Since I can't seem to get on the NV Refresh Tool Site (www.nvrt.net/index.php) opened, can anyone explain to me a little, what this tool does or is for? I want to install it but i'm a little concerened that a) it'll cause trouble or b) i don't need to install it.

My monitor is only capable of 75Mhz Refresh Rate. Does this mean that there's no point installing it?

Oh btw i'm using 29.42 Official Detonators

Well 75MHz is better than the XP default 60MHz. So is it worth it? I would say yes.
I am using refresh lock with the 29.42's and all seems good using this program.
