How have you disabled it? Using a tweaking program like xteq? This one has this option to disable the rightclick menu for taskbar and start button. It does it by adding the entry NoTrayContextMenu with the value 0x00000001 (1) to
    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Look if you have this entry and if so, change the value to 0.

Right-click on the start button or task bar (if you can) > Satrt Menu > Customize > Advanced > Enable dragging and dropping.
