I've got an old ext USR Courier modem that I use for backup. It establishes a connection in probably a fraction of the time it takes for the Lucent WinModem that came with my XP machine. The Courier often connects at the same speed. No differences in connection settings.
Do win modems just suck or do they not only suck, but suck out loud?

WinModems to suck out loud. They depend on the computer's CPU and special Windows-Only drivers to perform all the modulating/demodulating, where a normal modem has its own onboard processor that does that. Because of this increased CPU usage, you will notice significant differences in things such as online game ping times.
