looking for program

i am looking for the program that someone create that gave tips and tricks for Xp and 2k3. i thought there was a download page but i couldnt find. i use the program at home all the time. can someone direct me on this?

Possibly Xteq X-setup? It provides tips and tricks as well as tweaking.

well it was someone in the forums that created it. it kinda looks like the Help menu in windows.
