I had this happen after I installed Microsoft .NET framework 1.1. I just ended up disabling the user it created ("ASP.NET" I believe), and I haven't had a problem since. Not sure that this is what is causing your problems, though. Something to keep in mind.
And "control userpasswords2" is very handy indeed. I don't know why they even have that other crappy "userpasswords" at all.
