The servers that the article talks about are the root servers on the net. Internet traffic doesnt run thru those 13 servers. They are there so that ppl cannot highjack domains. When you register a domain, and someone tries to access it on the net the DNS server has to know where it is at, if it dosent know it asks the root server for that info. The net would not grind to a halt if these servers were to go down... Only domains that were created and had not be properly propagated would have problems. Also a lot more domain hijacking would happen. Thats all ...
