How do these drivers "leak"?

I was just wondering where all these 'leaked' nVidia drivers come from? i go to say guru3d and there is a whole list of drivers that ive never seen before (most recently the 66.00 which im using now). Are these selectively leaked by nv themselves as testing dummies or something, because there can't possibly be so many unless they are somehow let happen.
 
They are posted to the NVIDIA Development (or Enterprise) site.
They do have protection but it is often found and removed.

Word is, that if they appear on a particular FTP (as 66.00 did) then NVIDIA are not too fussed if they leak.
