if you have a NIC card and have static ip, its probably hanging on that. Get bootvis program to find out where it is hanging. If it is hanging there, I dont know what can be done to speed it up. If you have a NIC card and arent using it, disable it in the device manager then run bootvis-optimise and you will probably notice a tremendous difference in boot times.
I used to boot with a NIC card installed at 50 seconds, disabled it, and now i am at 25 seconds. But i will be needing it next week, so ill have to suffer with the long boots. Oh well. My only suggestion would be dont reboot unless needed if it bothers you that much.
