XP control panel icons

I like to view files in Windows Explorer and other windows with all details showing. However, I prefer to view just the icons in the Control Panel. I have adjusted the CP to show only icons and have the box checked indicating that these settings for this window will be saved (under Properties). However, everytime I open the CP it is not retaining my preferences and continues to show all details. Any ideas how to show icons in the Control Panel and keep them there?
