[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced] "EnableBalloonTips"=dword:00000000
Pop that in a .reg file, then run it, or navigate to the key manually
1.open notepad
2. copy the given code
3. paste it into notepad
4. save as balloons.reg
5. close notepad
6. double click on balloons.reg
7. click Yes
8. you're done
Unless you change the "save as type" to all files it would have added the txt extension to the end of what you saved so you end up with balloons.reg.txt instead of balloons.reg like you need.
Its on the right hand side.
It has a few handy options, one of them lets you turn off the balloons, which I ALWAYS do after an install...very very annoying things!
disable balloon tips; from regedit;
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
then set the value of 'EnableBalloonTips' to 0.
If you are using XP Pro, go into the Group Policy editor (enter "gpedit.msc" in the run dialog box) and navigate to User Configuration->Administrative Templates->Start Menu and Taskbar. Enable the "Remove Balloon Tips from Start Menu Items"
