Does this happen under another user profile?
Can you do the following from a command line?
shutdown -r
I had a similar situation once, couldn't get the Start - Shutdown to do anything at all. Steevo suggested using a hex editor to look at the actual shortcut itself and see what was going on. Elected just to re-load the OS instead because I'm lazy
