XP accounts

I am running windows XP home edition on a computer shared by 3 people. Only I, have an administrator account, everyone else has a restricted account. Is there anyway I can allow other users to install and uninstall programs using their restricted accounts. I know this is possible in XP professional using 'Standard Accounts'.

it did not really help me. I cant find what i need.

Although I know how to use regedit i dont really understand whats on that page. Anymore help would be great. thanks
