[WinXP] Shared Internet + Port forwarding (of some sort)?

Ok, asking this question for a friend because I don't know how to sort it out.

To my knowledge his current set-up is as follows:

Notebook --cat5--> Desktop --56k modem--> Internet

The desktop's purpose is solely to connect and share the internet (plus family use etc..) all his work is done on the notebook.
Now, when he connects to the internet, or more specifically IRC, he has no ident (I gather because port 113 isn't accessible on the notebook from the outside) and he can not DCC (again, the port range can not be reached from the outside) so is there any way this can be sorted out, keeping in mind it's just the 2 machines and no other hardware..
 
Oh, forgot to mention that there is NO firewall software involved at all, that's already been queried.
 
Turn on ICS on the modem. ICS can forward ports. It's somewhere in the ICS settings. Don't remember exactly where, but it's probably called services or something. There are standard for web and FTP, but you can add custom as well.
