Winxp Admin Account

Hoping for a little understanding of the admin account for windows xp. I want to apply settings to specific users or groups by way of the gpedit.msc, or the mmc. Problem is I can't avoid these settings applying to the admin account. I hope this isn't just the way it works as this makes no sense to me for restrictions to system settings to be restricted from the admin. Any help is greatly appreciated

Well, set restriction to computer properties for paticular user, logged in as the user, and it still affected the admin. ???
