Windows XP HTML PAGE

ok... yesterday i saw one homepage on the xp format !!
i mean, all the xp was just like the windows xp.. the format.. everything... it was perfect...

does anyone know how to do it ?
there's a program to do it ?

or it's just on the hand.. getting the pictures from the O.S. and using on the page?

btw, the page is gone :/ i can't connect on it.. just when i went to email the creator.
